Currently, Apple Intelligence is not available in the European Union or China

Apple Supposedly in Discussions With Chinese and EU Regulators
In response to a question concerning the availability of Apple Intelligence in other regions—primarily China and the EU—Cook reportedly gave a cryptic response, according to a 9to5Mac article. According to reports, he emphasized that the business was in contact with regulators from both areas, but before announcing a timeframe, it will be necessary to comprehend the criteria.

Before we can commit to achieving it and set a timeline for doing it, we must comprehend the regulatory requirements, but we are actively working with both, according to Cook.
Apple declared last month that the EU will not be allowed to access SharePlay Screen Sharing, iPhone Mirroring, or Apple Intelligence services. According to the corporation, the Digital Markets Act's (DMA) regulatory concerns are to blame for this.
"Specifically, we are concerned that the interoperability requirements of the DMA could force us to compromise the integrity of our products in ways that risk user privacy and data security," Apple stated at the time.
It is not the same obstacle in China. According to a prior story, Apple was searching for a regional AI partner because AI models employed in the nation need government permission. Moreover, servers that are situated and run domestically must handle any local data processing. The absence of an AI partner and these constraints have probably made it challenging for Apple to launch its AI features.
